I'm based in Australia but will be heading to the UK in the next few months.

Im wondering whether i am eligible to use this fantastic service?.

Yes, there is no geogrophy restriction with HOTWIRE.

We live in Australia and used HOTWIRE for hotels in Florida next year with no problems I think there is a problem if you try to use Priceline but you choose the nearest USA state to match the Australian one when filling in their form and it passes as you will be doing everything on line anyway
