Searching for star ratings on the forums is not possible unless I am doing something wrong.
Example when I search for
4* Downtown
in Washington DC it comes back with an error that the search arguments have to be 3 letters long.
Is there any way around this?

Not sure if there is a way around the search aspect, but the site does offer a Calendar of Wins to show what has been reported as won in your dates in the area you are interested in.
Additionally, every state section has a list of reported HOTWIRE and PRICELINE wins.

This can't be done at the moment, but we're working on a few things that may make this possible down the road... stay tuned! 
In the meantime, if you enter "White House Downtown" (without the quotes) into the QUICK SEARCH box in the blue banner at the top of the board, you will get listings for only hotels reported in the DC (White House-Downtown) zone, and from there it should be fairly easy to scan down the list and easily see the 4* rated 'wins'.
