I found this sight yesterday and looked at other peoples posts for 3* hotels in Downtown Cincinatti, for the Hyatt for 6 days. Many of them said they were able to bid for a room at $40-$50 and got it. I bid yesterday and today and got rejected. Do I have to wait 24hrs between each bid?

Welcome to BetterBidding!

No you dont' need to wait 24 hours between bids as you have ONE re-bid zone available when bidding 3* in Cincinnati. You can read about re-bidding, and how to determine your re-bid zones, at Priceline Re-Bidding Explained. If you're new to re-bidding it's strongly recommended that you confirm your re-bid zone(s) with the board before bidding. Any questions regarding the previous link feel free to ask.
