If I am unable to use booked room is it possible to pass it to someone else?

No, rooms can't be transferred. The person who the room is booked under needs to be there at time of check-in, so you won't be able to tranfer to somebody else.

Although this is generally the rule, I must say on several occasions I called the hotel directly and told them the name of another person checking in. That other person had to present a credit card for incidentals, but no problems checking in. I suppose this depends on the actual hotel, but so far so good with my attempts.
