PL limits bidding to 1* when 2* is available?

This is happening to me when I try to bid on the Tehachapi, California zone.

There is a brand new 2* Holiday Inn Express I would like to bid for and this hotel shows up on the first PL page (with a preset price of $79), but PL is only allowing me to bid on a 1* when I use the "name your own price" feature.

Weird... :)

Has anyone else experienced this?

It just means that the hotel doesn't participate in the "name your own price" service.
