If you are going downtown and want to stay downtown, then downtown is actually very inexpensive in comparison to usual for these dates - you could get a 4.5* within your budget. Or if you are only going to be around Midway, we can offer suggestions in that area. If you start going into the South suburbs, there's really no benefit. The Marriott mentioned above is close to the airport and offers a shuttle.
