I don't have a guess for the 1st property... but my guess for the 2nd property would be the Hyatt Place Washington DC/Us Capitol.

I will add that i'm seeing this 3* Convention Center-US Capitol North hotel (confirm your dates on the landing page) for $78/nite with:

Business Center

Free Breakfast

Indoor or Outdoor Pool

... my guess here would also be the Hyatt Place Washington DC/US Capitol, and would be a little cheaper than the one above.
