First time user to this forum, any help will be greatly appreciated.

Trying to book a hotel for Newyork from 31/7/15-7/8/15 got this in the description:

 

 1. 2 Poeple 1 room, 3*1/2~4* Hotel, We are hoping to spend under $170 per night. 

 2. Priority Area is Central Park South, Time square, Madison Square Garden, Upper west, Upper east 

 3. ammenies : Free Internet

It's not clear from your post, are you looking for a hotel that has Free Internet OR are you currently being offered a hotel that has Free Internet that you're trying to identify?

Also, have you been to NYC before as Upper East Side and Upper West Side are not necessarily the most convenient locations for the average tourist... or do you have reason/plans to be in either of these zones during your trip?

Further comments:

1) your budget is not likely going to be an issue, at current rates i think you can easily get a 4* hotel within your budget (although there are some other zones you should consider as well, and you may want to exclude CPS as it contains the Hudson Hotel, which while well located, has notoriously small rooms, it's up to you if you'd be comfortable in such a small room for a week long stay)

2) bidding on PRICELINE will usually give you the lowest price, but when doing so you can't ensure Free Internet in the room. If this is a must have (as opposed to a want) then you'll need to use PRICELINE EXPRESS or HOTWIRE and choose a hotel that shows the Free Internet amenity listed. Also, if you need sporadic internet service for short periods of time, keep in mind there are plenty of Starbucks,McDonald's, and other locations that offer free internet (as well as in Times Square)... but this may not be an option if you need to sit and do 'real' work or require internet for a few hours at a time)
