Best guess for the first property (in the LOOP zone) would be the Hotel Allegro... for the Water Tower property my guess would be the Public Chicago.

I'd recommend the Public - not a particularly central location, but very nice area (the Gold Coast neighborhood) that's an easy walk to Michigan Ave and not a bad walk to Lincoln Park. Both properties are in older buildings so walls will be thin, but I think there's more going on directly around the Public (lots of restaurants, lots of nightlife), plus a CTA station a few blocks away. Stayed at the Public a few weeks ago and had a very nice stay.

The area around the Public is a very nice area, including a lot of outdoor dining, some great restaurants and easy access to Michigan Ave. I find Chicago highly, highly walkable - I grew up in the area and I really have no issue with walking from the top end of the Michigan Ave area to the bottom end of the Loop.  It's actually fairly compact as major cities go.

 

With the potential choices of the Allegro and Public, you are "at the borders". The Allegro is a fine property, but it is in the West portion of the Loop area, which is largely offices. When those offices let out, this area can become quiet later in the evening and on weekends (things right nearby like McDonalds and Corner Bakery may be closed Saturday and/or Sunday.) The Public is at the very tip top end of the NMA area, but the benefit is that there's a lot going on nearby and there's a lot of options in terms of restaurants and nightlife - if you walk a few blocks South of this property, there's a lot of nightlife and restaurants. There's also a subway station a few blocks E. The other positive about being at the top end of the NMA area is that, if you don't mind a decent (although very pretty) walk, it's very easy to walk from here to the Old Town area and the bottom end of Lincoln Park/LP Zoo.

 

I don't think you can go wrong with either hotel from the standpoint of the hotels themselves, but I just think that, for effectively the same price, the area where the Public is would - for me - definitely be preferable out of the two options.

 

I see what appears to be the Hyatt Mag Mile (there are a bunch of Hyatts in the city, this is the one on St Clair) for $135 (a 4.5* in the Mag Mile N-WT area w/fitness, pool, indoor pool, restaurant, business, internet.) That puts you right in the middle of the NMA area. The difference in location isn't vast, but it's moderately more central if that appeals.

 

Other than that, not seeing a whole lot. The potential Felix is showing for $120 (I'd rather suggest the Public or Hyatt options instead). There are other options at higher/much higher rates, but I think you have some compelling options closer to $100-125.
