Car rental in Canada/USA

Really looking forward to this trip, however need some guidance on car rental in us/canada.

Is it true that any car rental from canada/usa must have liability insurance by law?
Meaning, should my rental car involve in an accident with another car, the car rental company will assume responsibility to damages to the other car.

I am certain that my CC company from my country doesnt give any type of car rental insurance. Is there any cheaper alternative than purchasing CDW/LDW from hotwire or priceline?
